EXPOSED: Boko Haram's Sources Of Funds

Following the unabated acts of terrorism perpetrated by the Islamic religious sect, Yusufiyya – which later became Boko Haram, since 2009, many questions have been asked by Nigerians and the international communities.

Prominent among these questions is how the militant group is raising funds to procure sophisticated weapons which they use to carry out their heinous attacks across Nigeria?
However, Premium Times reports that since 2009, the deadly sect has continued to deploy various tactics to sustain its resolve in undermining the Nigerian state

It was gathered that in the onset, the sect began to embark on selective killings and maiming of politicians and security agencies.

Later on, according to the report, the terror group acquired the know-how on how to make Improvised Explosive Devices, IEDs, which it used mostly on security operatives, security formations and churches within and around Borno State.

In a bid to “promote the Jihad of God,” as they claim, the Islamist sect went from terror attack to attacking banks and other financial institutions, as well as the robbery of bullion vans in which millions of Naira were at different occasions stolen.

Between 2010 and 2012, the group resorted to extorting high personalities in Nigeria by sending text messages with threats on their lives if millions of Naira were not delivered to them at a designated rendezvous or harassing their victims by dropping sealed threat letters with a piece of live bullet asking for money.
When the presence of the Joint Task Force, JTF, continued to grow and increased development of counter intelligence by the Department of State Security, DSS, the Boko Haram sect resorted to kidnapping.

On January 30, 2012, the late spokesman of Boko Haram, Abul Qaqa had in a teleconference with journalists threatened that they would soon embark on abduction of spouses and children of security operatives and public office holders, for allegedly detaining their (Boko Haram) family members.

The terrorists did not start their threat until early this year, when the sect embarked on a ransom-driven kidnap of civilians. Most of their targets often gained their freedom after the payment of huge money by either government or relatives of the captives.

The spokesman of JTF, Sagir Musa, on April 28, issued a caveat warning to residents of Maiduguri and environs that the Boko Haram had resort to kidnapping prominent citizen with the aim of getting money from their relatives.

Mr. Musa’s statement read, “Intelligence available to the Task Force has indicated that Boko Haram Terrorists have resolved to concentrate more on kidnappings than robbery. They alleged that kidnapping is more lucrative, less dangerous and requires short time to plan and execute. Similarly, a special kidnapping squad has been earmarked and tasked by the Boko Haram sect to kidnap persons who could be wealthy relations, politicians, business women/ men, traditional rulers, senior civil servants and foreigners alike.”

The above statement was made after the Boko Haram sect had carried out several successful kidnaps for ransom.

Prominent personalities in Nigeria and many other people, private civilians, are believed to have been kidnapped by the militants and likely paid heavy ransoms to gain their freedom without anyone knowing. While those who could not afford such heavy ransoms are alleged to have been killed.

The belief in security circles in Borno is that the sect increased its kidnap activities to fund its various violent operations across Northern Nigeria.
Many had hoped and are still hoping that the declaration of a State of Emergency in Borno and the subsequent massive deployment of troops there would halt the kidnap and other criminal activities of the sect.

Russia, China Sign Deal To Bypass U.S. Dollar

In a symbolic blow to U.S. global financial hegemony, Russia and China took a small step toward undercutting the domination of the U.S. dollar as the international reserve currency on Tuesday when Russia’s second biggest financial institution, VTB, signed a deal with the Bank of China to bypass the dollar and pay each other in domestic currencies.

The so-called Agreement on Cooperation — signed in the presence of Chinese President Xi Jinping and Russian President Vladimir Putin, who is on a visit to Shanghai — was followed by the long-awaited announcement on Wednesday of a massive natural gas deal 10 years in the making.

“Our countries have done a huge job to reach a new historic landmark,” Putin said on Tuesday, making note of the $100 billion in annual trade that has been achieved between the two countries.

Demand for the dollar, which has long served as a safe and reliable reserve currency in international transactions, has allowed the U.S. to borrow almost unlimited cash and spend well beyond its means, which some economists say has afforded the United States an outsize influence on world affairs.

But the BRICS countries — Brazil, Russia, India, China and South Africa, a bloc of the world’s five major emerging economies — have long sought to diminish their dependence on the dollar as a means of reshaping the world financial and geopolitical order. In the absence of a viable alternative, however, replacing it has proved difficult.

For its part, “China sees the dominance of the dollar in international trade transactions as a remnant of American global dominance, which they hope to overthrow in the years ahead,” said Michael Klare, a professor of peace and world security studies at Hampshire College. “This is a small step in that direction, to reduce the primacy of the dollar in international trade.”

Some have been tempted to view Tuesday's deal in the context of Putin's showdown with the West over the crisis in Ukraine. After the U.S. and Europe imposed sanctions on Moscow for its annexation of Ukraine's Crimean peninsula, Putin may have finally made good on promised retaliation against what he views as Western hegemony in Russia's near abroad.

“Breaking the dominance of the U.S. dollar in international trade between the BRICS is something that the group has been talking about for some time,” said Chris Weafer, a founding partner of Macro-Advisory, a consultancy in Moscow. “The Ukraine crisis and the threats voiced by the U.S. administration may well provide the catalyst for that to start happening.”

To be sure, the Russia-China bank deal is mostly a symbolic step. Liza Ermolenko, an emerging markets economist at Capital Economics in London, said that the deal was still “a very small one, in the grand scale of things,” and that it wouldn’t change Russia’s reliance on the dollar “overnight.” Most of Russia’s export contracts in the oil and gas markets are still priced in dollars, she noted, and on a wider scale, replacing the dollar with the ruble is much too risky to even consider.

Likewise, even though China has agreed to the gas deal, which could see over $450 billion of Russian natural gas flow from eastern Siberia into China over the next 30 years, Russia is not in a position to abandon its ties with Europe.

"From the commercial standpoint, Europe is the most profitable market for Gazprom,” said Mikhail Korchemkin, the founder of Eastern European Gas Analysis, who has consulted for Gazprom, the Russian state-owned gas company. "Exports to China can generate a small profit, [but] only if the government makes it free of taxes and duties.”

But the bank deal is another indicator that Russia and China are in the middle of a wider rapprochement, which analysts say is premised not on ideological alignment but on a mutual desire to undercut the U.S. in their respective spheres of influence.

Nigeria Can Draw International Attention And Investment – Experts

The McKinsey Global Institute (MGI), an international economic and business concern, said that Nigeria was endowed and strategically positioned to benefit from global economic trends.

The institute made the disclosure in its report titled “Nigeria’s Renewal: Delivering Inclusive Growth in Africa’s Largest Economy” released on Wednesday in Abuja.

The report said Nigeria had an estimated 17 million citizens living overseas, whose remittances back home accounted for about 10 per cent of its Gross Domestic Product (GDP).It said that the country, with an ocean port, had a strategic location which allowed it access other developing economies of the world.

According to the institute, Nigeria has a global megacity, a young and growing population and a tradition of entrepreneurism and a much stronger fiscal position than many other economies in Africa.

It stated that about 21 per cent of individuals in the country run their own businesses, adding that 81 per cent of the people had embraced entrepreneurship as desirable career choice.

“Nigeria’s size provides a domestic market that is large enough to draw international attention and investment,” the institute added.

It noted that Lagos was one of the only two coastal megacities in Africa with favourable location for trade, tourism and industry.

Nigeria could derive greater benefits from the coastal location of Lagos by reforming port operations and streamlining customs processes, it suggested.

It stated that the country had the ninth largest workforce in the world, adding that by 2030, the number of its citizens of working age would be 50 per cent higher than it currently was.

Chibokgirls: Four More Girls Escape From BH Camp

Four girls out of the 168 students of Government Girls Secondary School, Chibok, Borno State, that were abducted by Boko Haram in April, have escaped.

The Chairman, Chibok Local Government Area, Mr. Bana Lawan, announced this on Tuesday in Abuja at a one-day stakeholders meeting for validation of draft humanitarian response plan for the abducted girls. The meeting was organised by the National Emergency Management Agency.

Lawan, who was represented by the Director for Personnel and Management, Mr. Musa Elijah, said the number of escapees had risen to 57 as against 53, while 164 girls were still held by the terrorist group.

He said, “The people of Chibok are anxiously waiting for the safe return of their children. Except for the unfortunate situation where two of the parents have passed on. They were known to have BP (blood pressure) issues, although I am not a medical expert, but they will not be opportuned to welcome back their daughters.

“Latest report reaching us is that instead of 53, those that have escaped are now 57 and those remaining are 164 and not 168 as before. This is out of the 221 girls that were abducted.”

Lawan explained that it was not all those who registered for the Senior School Certificate Examination in the school that stayed back.

“Those that registered for the SSCE are not all that sat for the exam. Over 500 registered and those who had relatives around decided to move to various places like Kaduna and Maiduguri to write the exams. Those that were left with no relations decided to stay back to take the risk and among them 221 were abducted.”

The chairman said the moral of the girl child in the North-East was low as most of them were discouraged.

“The school in particular has been existing for long and the quality of education in it has been diminishing. So I want to appeal to the Federal Government, through NEMA and the presidential committee, to intervene in rebuilding the school,” he added.
